The warning of just how much more dominant the UK's number one grocer will become is contained in Sainsbury's submission to the commission's inquiry into the supermarket business.
A spokeswoman for Tesco dismissed Sainsbury's claims as "supposition upon supposition".
Sainsbury, together with Waitrose, Wm Morrison and Asda want changes to the planning regime to allow them to compete more effectively.
Tesco is also calling for changes in the planning system, but only to make it faster and more efficient.
The commission is due to set out its "emerging thinking" on the grocery market in December.
It seems that the war among the supermarkets might be hotting up for Christmas.
